When is a Title 24 report required?
In California, energy compliance documentation is generally required for new conditioned buildings, additions of conditioned space, and alterations that change the building envelope or energy-using systems such as HVAC, water heating or lighting. The local building department decides what it requires for each permit.
Projects that usually need it
- New homes and new ADUs
- Additions of conditioned floor area
- Garage and attic conversions to living space
- Multifamily and nonresidential new construction
- Commercial tenant improvements altering lighting or HVAC
Projects that may use simpler forms
- HVAC changeouts
- Window replacements
- Water-heater replacements
These alterations still have Energy Code requirements, but many can be documented prescriptively without a full model.
Which code edition?
Permit applications submitted on or after January 1, 2026 use the 2025 Energy Code.
